The United Nations lifted the sanctions it had imposed against Libya in 1992 due to its refusal to release the terrorists who had committed the 1988 bombing of Pan Am Flight 103 over Lockerbie, Scotland. |

Article V of the NATO agreement was invoked for the very first time in the treaty's history, in response to the September 11, 2001 terrorist attacks against the United States of America. Article V is the core of the alliance which stipulates that should one of the alliance partners be attacked, it will be considered as an attack on all of them. |
